This paper is an introduction to the special issue commemorating the 50th anniversary of the publication of The Structure of Scientific Revolutions by Thomas Kuhn. It introduces some main ideas of Structure, as its change in historical perspective for the interpretation of scientific progress, the role and nature of scientificcommunities, the incommensurability concept, or the new-world problem, and summarizes some philosophical reactions. Este texto analiza el proceso de descentralización política desarrollado en Latinoamérica desde la década de los ochenta hasta ahora. Explica sus logros en competencias y recursos mayores para los gobiernos locales y la emergencia del paradigma del “buen gobierno local”, con una gestión más participativa. No obstante, el proceso se ha detenido antes de consolidar cambios de fondo en la distribución del poder. La súbita aparición de la crisis mundial crea un nuevo escenario, donde podrían renacer las tendencias concentradoras de (...) los gobiernos centrales. Se propone aprovechar la difícil coyuntura actual para generar alternativas al modelo de crecimiento globalizado, mitigando sus rasgos depredadores y poco democráticos. Los municipios y sus asociaciones tienen mucho que aportar con sus experiencias de buen gobierno en la promoción del desarrollo endógeno. Para ello, hay que potenciar al movimiento asociativo municipal y construir alianzas con otros actores públicos y privados favorables a la democratización y al desarrollo local sustentable. (shrink)

Michael Bloomberg assumed office as the 108th mayor of New York City on January 1, 2002. As he leaves the mayoralty—having won re—election twice‐his public health legacy is bitterly contested. The public health community views him as an urban innovator—a rare political and business leader willing to fight for a built environment conducive to healthier, safer lifestyles. To his detractors, Bloomberg epitomizes a meddling nanny—an elitist dictating to largely poor and working—class people about how they ought to lead their (...) lives. His policies have sparked intense public, corporate, and political ire—critical of sweeping mayoral power to socially engineer the city and its inhabitants. Here, I seek to show how Bloomberg has fundamentally changed public health policy and discourse. He has used the engine of government to make New York City a laboratory for innovation‐raising the visibility of public health, testing policy effectiveness, and probing the boundaries of state power. Even though the courts have blocked some of his boldest initiatives, he has offered a paradigm for the “new public health”—reaching beyond infectious diseases to upstream risk factors in everyday life and the human habitat. I also critically probe various arguments designed to derail his policies, along with the overarching charge of unjustified paternalism. (shrink)

The purpose of the article is to reveal the anthropologization of Dasein-psyche’s being by methods of neurophilosophy. The anthropologization of Dasein-psyche’s being by methods of neurophilosophy allows considering the noogenesis from the perspective of philosophical traditions, which is much richer in comparison with the history of scientific knowledge about the psychology of meanings. The being of Dasein-psyche in the meaning of "philosopher’s soul" was firstly mentioned by Plato in "Phaedo". The anthropologization of Dasein-psyche’s being reveals the ontological orientation and limits (...) of the being of Dasein-psyche within the being of Dasein-the-One, as well as the intellect, knowledge and techne, as the arete existentials. Theoretical basis of the study is built on Heidegger’s fundamental ontology and methods of neurophilosophy. Originality lies in exploring Dasein-psyche through the neurophilosophical approach. In the context, Dasein-psyche is revealed as a part of the whole or the image, created from Dasein-Y-Matter as a paradigm. It is formed by the factors and causes of complication, as well as by the experience of being of the previous states of matter. Conclusions. In conclusion, the anthropologization of Dasein-psyche’s being by methods of neurophilosophy allows considering the noogenesis from the perspective of philosophical traditions. The essence of a person is revealed as the arete existentials, which require further rethinking and clarification. (shrink)

The factors responsible for the return of fertility post-partum have not been very clearly defined. Several previous studies have reported apparently major differences between populations in the duration of infertility associated with lactation. However, these differences may be related to the differences in study designs.

The work is carried out in line with the Russian dialectology of the German language. Its relevance comes from the fact that it is devoted to one of the territorial forms of German, which was never before linguistically studied. The authors of the paper conducted the field work in the territory of Novosibirsk region and collected data that allow analyzing the language situation of the Germans residing there. In the proposed article, the first results of this analysis are presented, which (...) give an idea of the main social and linguistic characteristics of the native forms of the German language in Novosibirsk region. In particular, the main components of the linguistic situation of the ethnoterritorial community under consideration are identified, the communicative power of each component is described, and the dialect identification of the native forms of the German language in the surveyed region is carried out. When modeling the language situation of the Germans of Novosibirsk region, the phenomena caused by interlingual contacting are emphasized. The authors show that on the territory of Novosibirsk region there are German idioms long staying outside the main continuum of German language and representing unique language formations. These language formations show signs of West Central German, and also includes phenomena caused by language interference. The simulated language situation is characterized as unbalanced - the demographic and communicative capacities of German dialects in the region under consideration are much lower than those of languages with majority status. It is noted that the demographic and communicative capacities of the described territorial forms of German language are in the process of a rapid decline. (shrink)

In recent decades, attempts to create and argue a new ontology of existence that could provide a robust alternative to the mainstream physicalist metaphysics have been made in science and philosophy. A new book by Bernardo Kastrup, a well-known specialist in the field of philosophy of mind and neuroscience of consciousness, offers the author's conceptually clear and rigorous formulation of the philosophical system. The author proves that appearance and reality in ontology are fundamentally experiential. A universal phenomenal consciousness is the (...) sole ontological primitive, which patterns of excitation constitute existence, and a human being is dissociated mental complexes of this universal consciousness, surrounded like islands by the ocean of its mentation. Kastrup’s idea of the World has an idealist ontological underpinning. The author contrasts his vision of the world with the existing ideas of the world perception, such as physicalism, microexperientialism and cosmopsychism. The quality of the argument, which is given in the book, suggests the revival of the philosophy of idealism as the next paradigm, according to which a form of universal mind will be viewed as nature's sole fundamental entity. "Al igual que otras manifestaciones de la cultura occidental, la filosofía del derecho aparece en las más antiguas reflexiones de los filósofos griegos. Ello se patentiza sobre todo en el estudio de los textos de los grandes clásicos. La justicia, que es uno de los temas que con más persistencia se presentan en el desarrollo histórico de la filosofía jurídica, es objeto de un tratamiento especial en los autores de esta época. Ahora bien, el conocimiento de lo que estos filósofos (...) pensaron, no tiene un mero valor histórico, sino que muchas veces encierra una actualidad sorprendente, por la forma como han condicionado, y condicionan todavía la meditación jusfilosófica. De ahí su actualidad e importancia. No obstante, el reconocimiento de este hecho, los filósofos del derecho no han prestado la debida atención a la reflexión que surge de esta época germinal, que abarca un período relativamente breve (siglo VI a IV a. C.). Y son pocos, muy pocos, los jusfilósofos que abordan sin intermediarios, el tratamiento y estudio de este período. Ello explica nuestro interés en analizarlo a través de las fuentes mismas. A fin de precisar el objeto de este trabajo, creemos conveniente hacer algunas delimitaciones. Así, en cuanto a su extensión, intenta cubrir las primeras manifestaciones (desde Tales de Mileto, y aún antes) hasta Aristóteles de Estagira, que cierra el período clásico. La evolución posterior, aun siendo rica en desarrollos, es dejada para otra oportunidad. En cuanto a su alcance, este trabajo no pretende ser una exégesis detallada de la filosofía griega en su conjunto, ni tampoco un análisis de carácter histórico, económico, sociológico o político. No es incluso la obra de un helenista o un filólogo, sino de un interesado en los problemas de la filosofía del derecho, aunque el autor ha cuidado de premunirse de los mejores elementos de trabajo que utiliza la crítica para dar un mayor respaldo a sus afirmaciones. Se trata, si se quiere, de un estudio de carácter teórico sobre la Justicia —de lo que ella es en sí misma— de lo cual, sin embargo, pueden desprenderse enormes consecuencias en el mundo de la práctica". In this article, the author analyzes the concept of religious foundations of culture and power as a problem of Russian political consciousness. The paper reveals the patterns of interaction between the religious and political traditions of the Russian Empire in the early 20th century. The author provides Bargradsky project case as a unique example of such influence, identifying its mean in the later Russian Empire’s political history. Philosophical-political case that is analyzed in the article makes it possible to trace the (...) inner links between religious attitudes and political imagination of Russian monarchical circles and to identify the peculiarities of religious and political self-awareness of Russian power, its mechanisms for the selecting the ideas, symbols, images of the national political, religious and artistic culture in the last period of the Russian Empire. From our point of view, it would be most effective to combine the cultural-historical and the philosophical and historical approaches both in the reconstruction of Bargradsky project and in studies of Russian political culture. The article examines both the political conditions of activities and spiritual-cultural goals of Bargradsky Committee on Bargradsky project in Italian Bari as well as in Saint Petersburg in the 1910s. The author discusses the religious concept of Russian political culture, applying philosophical-historical method for the analyses Bargradsky Committee activity and its attempt to slow down the degradation of the Russian autocracy. The major emphasis is placed on the political and philosophical way of analysis as well as on the possibility of introducing the results of philosophical-historical research into current debates on the issue of alternatives to Russian history. En este trabajo se indaga en el comportamiento de la atenuación en los verbos que expresan duda, presentes en el corpus AMERESCO de conversaciones coloquiales de Santiago de Chile. Se describen las funciones de la atenuación de estos verbos de acuerdo con (1) el tipo de acto de habla, (2) la actividad de imagen y (3) algunas características sintáctico-discursivas. Los principales hallazgos demuestran que la atenuación se manifiesta a través de verbos doxásticos (_creer_, _parecer_, _cachar_, etc.), verbos modales (_poder_, _deber_) (...) y el verbo “saber” con polaridad negativa (“_no sé_”). Esta surge cuando se presenta lo dicho como una duda, bien para suavizar una opinión contraria o crítica, en cuyo caso su significado es de opinión, bien para informar sobre un estado de cosas, cuando su significado es epistémico. En el reconocimiento de su carácter atenuante, resultan clave el tipo de acto de habla en el que ocurren, el rol proyectado por el hablante en la conversación, la gestión de las imágenes y sus características sintáctico-discursivas, elementos que determinan si estas construcciones verbales expresan mayor o menor atenuación. This work is devoted to the consideration of key aspects of the philosophical work of Ismail Hakki Bursev, a prominent Turkish Sufi thinker, adherent of the Talaquat Halvatiya. The figure of Ismail Hakki Bursay is of particular importance in the context of his work, the purpose of which was the translation and commentary of the works of the prominent Sufi thinker, Mohdtsin Ibn-Arabi, the "Great Sheikh" of the Sufi tradition. In this way, Bursev tried to acquaint Ibn-Arabi with a wider (...) audience, primarily Turkic. However, Bursev did not dwell solely on translations and commentary, but created his own doctrine based on the creative reception of the Ibn-Arabi teachings. (shrink)

The experience of organizing the educational process during the quarantine caused by the COVID-19 pandemic is considered. Using of interactive technologies that allow organizing instant audio communication with a remote audience, as well as intelligent tools based on artificial intelligence that can help educational institutions to work more efficiently. Examples of sufficient use of artificial intelligence in distance learning are given. Particular attention is paid to the development of intelligent chatbots intended for use in communications with students of online courses (...) of educational web portals. The use of technologies of ontology formation based on automatic extraction of concepts from external sources is offered, what can lead to greater acceleration of construction of the intellectual component of chatbots. Artificial intelligence tools can become an essential part of distance learning during this global COVID-19 pandemic. While educational institutions are closed to quarantine and many of them transitioned to distance learning lecturers and schoolteachers, as well as students and schoolchildren faced with the necessity to study in this new reality. The impact of these changes depends on people's ability to learn and on the role that the education system will play in meeting the demand for quality and affordable training. The experience of organizing the educational process at the University of Education Management of the National Academy of Pedagogical Sciences of Ukraine in the quarantine caused by the COVID-19 pandemic showed that higher and postgraduate institutions were mostly ready to move to distance learning. However, most distance learning systems, on whatever platform they are organized, need to be supplemented: the ability to broadcast video, providing fast transmission of various types of information, receiving instant feedback when voting, polls and more. The structure of each section of the training course for the online learning system should fully cover the training material and meet all the objectives of the course. Appropriate language should be used, and wording, syntax, and presentation of tasks should be considered. One of the areas of application of artificial intelligence technologies in online learning is the use of chatbots which are characterrized by the following properties. It is advisable to use computer ontologies to ensure the intellectualization of chatbots. In this case, the metadata must be understandable to both humans and software and meet the requirements of modern standards in the field of information technology. A necessary condition for the development of a philosophical culture is the possession of a history of philosophy that conserves the experience of posing and discussing philosophical problems. Apologetics, dogmatism, a rigid devotion to the class approach, and ignoring universal human values for a long time dominated our social science and substantially deformed the way the history of philosophy was taught, giving rise to a number of stereotypes that hinder the revival of the skills of a culture of professional philosophizing.
